S. Lane Tucker, Program Chair, is a partner at Stoel Rives LLP in the Litigation group and has more than 20 years of experience in federal government contracts, construction litigation and white collar litigation. Lane focuses her practice on all aspects of government contracting including Contract Disputes Act, False Claims Act and bid protest litigation, dispute resolution, audit and compliance issues, and internal investigations.
Jason L. Bergevin is an attorney with the Law Offices of Royce & Brain, where he practices in the areas of construction law, construction claims, construction litigation and business litigation. The firm concentrates on public construction disputes between owners, contractors and suppliers.
Michelle L. Boutin is an attorney with Jermain Dunnagan & Owens PC. Her practice focuses on creditor’s rights, business
transactions, commercial litigation and bankruptcy law. She has
been actively involved in most of the major bankruptcy cases
filed in Alaska for the past 20 years. Practice areas include
commercial credit collection matters, foreclosure actions, prebankruptcy
workouts, and bankruptcy representation.
Bruce E. Davison is a principal with Davison & Davison, Inc. His primary responsibilities include legal representation of
owners, insurers, designers, and construction contractors in
many aspects of business law, employment law, and construction
law. He previously served as a senior engineer and project
manager, working on various projects throughout Alaska.
James Dokoozian was named President and General Manager
of SKW/Eskimos, Inc. in 2007, following 30 years experience
in the construction industry. The firm has provided industrial,
earthwork, paving and oil field services throughout Alaska since
1974.
Susanne Fleek is the Alaska State Director for U.S. Senator Mark Begich, based in Anchorage. Previously, she worked for Senator Begich in the city Office of Economic and Community Development before joining the campaign. She is a former Climate Change Program Officer for the Alaska Conservation Foundation and previously worked for Vermont Sen. Patrick Leahy, the American Farmland Trust and the U.S. Department of Interior.
Julia M.I. Holden, Of Counsel with Bankston Gronning & O'Hara PC, focuses her practice in the areas of litigation,
government contracting law, and construction law. She was
previously a partner in the Anchorage office of a Seattle-based
firm. She is an active member of the Alaska chapter of the
Associated General Contractors, and serves on the Construction
Management Advisory Committee for the University of Alaska.
Michael E. Kreger, a partner in the Commercial Litigation
practice at Perkins Coie LLP in the firm’s Commercial Litigation practice, represents owners, contractors and design professionals in the construction industry.
David A. Nesbett is an attorney with
Jermain Dunnagan & Owens PC. He focuses on construction matters, commercial
disputes, and general litigation, and represents businesses, public
institutions and individuals in a broad range of matters. Before
beginning his civil practice, he was a criminal prosecutor with
experience prosecuting in both state and federal courts, and
clerked for two years with U.S. District Judge H. Russel Holland.
Raymond H. Royce, III is a member of the Law Offices of Royce & Brain, where he practices in the areas of construction law, contracts and commercial law. The firm concentrates on public construction.
W. Michael Stephenson, a member of
Jermain Dunnagan & Owens PC, focuses primarily on construction law and litigation.
He provides transactional advice and construction expertise to
owners, builders and contractors in connection with large
construction projects and helps his clients resolve and litigate
construction-related claims ranging from competitive bid
disputes, change order and delay claims and lien disputes; to
personal injury claims, and environmental and toxic tort claims.
Christopher A. Tew, Chief of the U.S. Army Corps of Engineers, Alaska District’s Contracting Division, spent three
years at the U.S. Army’s Armament, Research, Development
and Engineering Center, focusing on the acquisition of research and
development efforts and production of major weapons systems.
He joined the U.S. Army Corps of Engineers in 2002 to focus
on acquisition efforts for the facilities to support the deployment
of the Ground Based Midcourse Defense System in Alaska.
