Franklin L. Dennis, Program Co-Chair, of Barokas Martin & Tomlinson, practices in the areas of corporate, construction, telecommunications, construction finance, international and general business law. He works with U.S. and international companies and serves as outside counsel on business, corporate and project and construction matters. He has handled matters in cases which extend from power generation projects in the hundred millions of dollars to the creation and financing of new businesses.
Alan R. Merkle, Program Co-Chair, a partner with Stoel Rives LLP, currently serves as Chair of the Firm and practices primarily in the areas of infrastructure, energy, construction and design, and government contracts. He represents public and private owners, developers, engineers, architects, contractors, manufacturers and suppliers in a wide array of business matters. He is experienced in the drafting, negotiation and administration of contracts. He also handles bid protests, claims, litigation, arbitration, mediation and other alternative dispute resolution matters for a broad range of clients.
Erin L. Anderson, Of Counsel with Stoel Rives LLP, practices in the firm’s Natural Resources and Land Use Practice Group. She has extensive experience in representing property owners, municipal entities, and developers, including energy facility developers, in permitting major projects. Her experience on behalf of property owners includes planning, negotiating development agreements, and successful defense of issued permits on appeal.
Sydney D. Berwager is the Director, Strategy Integration at the Bonneville Power Administration (BPA). In this Corporate Strategy role, he manages the staff who are leading and coordinating BPA’s response to new electric industry challenges to include: climate change and related national and state initiatives; rapid growth of wind resources in BPA’s control area; integrated resource and transmission planning.
Alexis Broadbent is a project finance specialist and leads the project finance execution team at Cascadia Capital LLC, which focuses on renewable energy and infrastructure projects. Prior to joining Cascadia Capital, he worked at Macquarie Bank in London and has acted as financial advisor on over 20 project finance transactions. He has experience in the major sectors of project finance, including energy generation, transport, social infrastructure, Public Private Partnerships, and projects in emerging markets.
Ken Dragoon joined the Northwest Power and Conservation Council in fall of 2010 as Senior Resource Analyst. From 2006-2010 he was the Research Director of the Renewable Northwest Project (RNP). He worked in various analytical and planning roles at PacifiCorp from 1996 to 2006, and at the Bonneville Power Administration from 1982 to 1996.
Randall W. Hardy is a Principal with Hardy Energy Consulting. He provides advice to utilities, wind/renewable generators, and other organizations in the current rapidly changing electricity environment. His experience has covered regulatory, legislative and transactional work, including thirteen years as CEO managing two large electric utilities – Seattle City Light and Bonneville Power Administration (BPA). He has dealt with the full range of challenges companies face in today’s electricity markets, from dramatically downsizing formerly large workforces to developing flexible, innovative marketing strategies to resolving complex wind integration problems.
Gregory F. Jenner is a partner in the Tax practice group of Stoel Rives LLP. Before returning to Stoel Rives in 2008, he served both as Acting Assistant Secretary of the U.S. Treasury for Tax Policy (2004) and Deputy Assistant Secretary for Tax Policy (2002-2004). As Acting Assistant Secretary, he directed the Treasury’s Office of Tax Policy, which is responsible for providing the Administration with policy analysis, advice and recommendations relating to all aspects of domestic and international issues of Federal taxation.
James O. Luce is the Chair of the Washington State Energy Facility Site Evaluation Council (EFSEC), first appointed by Governor Locke in 2001 and reappointed by Governor Gregoire. He worked as a legislative aide to the late U.S. Senator Henry M. Jackson and as Economic Programs Manager for the City of Everett before beginning the practice of law with the Snohomish County Prosecutor’s Office. He was appointed as an Assistant General Counsel for the Bonneville Power Administration in 1977 where he was involved in the passage and implementation of the Northwest Power Act.
Malcolm C. McLellan, a member with Van Ness Feldman GordonDerr, practices in the areas of administrative and commercial law representing users of natural resources. His practice focuses on the regulation of electricity, transmission, and Alaskan fisheries. He has an intricate knowledge of the technical, legal and business considerations facing electric utilities, as well as a depth of practical experience gained from working with the operators of interconnected electric systems and marketers in the Western Interconnection.
Peter D. Mostow, is a partner with Wilson Sonsini Goodrich & Rosati PC, specializes in guiding private and public clients through the federal, state, and local siting and environmental permitting processes for wind, geothermal, solar, ocean, hydroelectric power plants, and biofuel facilities.
Michael P. O’Connell, a partner with Stoel Rives LLP, in the Environment, Land Use and Natural Resource practice group, focuses his practice on natural resources, environmental, energy, water rights and Indian law matters involving project development.
