Oregon is among the states in the forefront of setting goals and adopting new laws and regulations for carbon dioxide and other greenhouse gas emissions. These new measures will affect businesses of all sizes and types. Program co-chairs David Ashton, Port of Portland; Denise Lietz, K&L Gates LLP; Michael Nesteroff, Lane Powell, PC; and Thomas Wood, Stoel Rives LLP, along with representatives from federal, state and local governments, businesses, and private practitioners will provide their insights on the coming changes in greenhouse gas regulation in the U.S. and in Oregon.

David Ashton, Program Co-Chair, is Senior Assistant General Counsel for the Port of Portland and specializes in the area of environmental, natural resources, land use and environmental sustainability law. He also represents the Port on hazardous substance contamination matters, including Brownfields redevelopments, the Portland Harbor Superfund Site and cleanup and insurance recovery claims.

Denise M. Lietz, Program Co-Chair, is an attorney with K&L Gates LLP and practices in the areas of environmental permitting, water quality, municipal utility authority and operation, cultural resources, conservation planning and land use. She provides regulatory and litigation services to clients, including corporate, private and municipal entities.

Michael A. Nesteroff, Program Co-Chair, is a shareholder with Lane Powell PC, a member of the firm’s environmental law practice group and editor of Environs, the firm’s newsletter on recent developments in environmental law. His practice focuses on environmental law, real estate litigation, securities litigation, and commercial litigation.

John A. Charles, Jr. is President and CEO of Cascade Policy Institute where his research has focused on transportation, land use, and free market environmentalism. He was previously Executive Director of the Oregon Environmental Council.

Anthony Chavez, Public Affairs Manager for Weyerhaeuser Company, provides policy and regulatory support, with an emphasis on climate change and energy. His additional roles and responsibilities include media and community relations. Prior to joining Weyerhaeuser in 2005, he served five years in the United States Navy as a Judge Advocate General.

Edward H. Chu is the Air Protection Division Associate Director for the U.S. Environmental Protection Agency’s Atlantic Region (Region 3) in Philadelphia. Most recently, he was Director of the Center for Program Analysis at the EPA Office of Solid Waste and Emergency Response in Washington, DC.

Maria Cull, a partner in the London office of K&L Gates LLP, focuses on environmental risk associated with contaminated land, including brownfield regeneration projects,mergers and acquisitions, financial transactions and regulatory advice to industries impacted by environmental law.

William Edmonds, Director of Environmental Policy & Sustainability at Northwest Natural, has 20 years experience in energy and environmental policy as a private consultant, state regulator and policy expert for gas and electric utilities. He was previously the Director of Environmental Policy for PacifiCorp.

Brendan McCarthy, Portland General Electric’s lead in-house contact on state legislative issues, helps develop company policies and lobbies in state and regulatory contexts. Prior to joining PGE, he was deputy legislative counsel in the Oregon legislature, focusing on natural resource and environmental issues.

Janice McMahon, a wildlife biologist for Environmental Services, Inc., is trained in a wide range of natural sciences, responsible for wetland delineation, and has over eight years experience in ecology and natural resources.

Annette Price, State Affairs Manager for the Port of Portland, is responsible for representing the Port on issues in front of the Oregon Legislature and Executive Branch, including state agencies. She previously served as chief of staff to four presidents of the Oregon Senate.

Claire Schary is the Region 10 Climate Change Policy Advisor for EPA. She directed the development of the region’s climate change strategy earlier this year and serves as the primary contact on climate change related issues. She also serves as the Market Incentives and Water Quality Trading Coordinator for EPA Region 10.

David E. Van’t Hof, a shareholder with Lane Powell PC, focuses his practice in the areas of sustainability, renewable energy and green building, drawing experience from his many years as a Sustainability Policy Advisor for the office of Oregon Governor Ted Kulongoski. As advisor to the Governor, he led the state’s participation in the Western Climate Initiative.

Thomas R. Wood, a member with Stoel Rives LLP, focuses his practice in the area of environmental law. He has significant experience in the areas of air quality and hazardous waste permitting and compliance. He has counseled some of the leading industries in the U.S. on environmental permitting issues, commercial transactions and the interrelationships between the two.
