This conference will bring you up to speed on the major issues in Oregon Water Law. Hear the latest on the Oregon Supreme Court’s review of the first significant water rights case to come before the Court in years ~ Fort Vannoy Irrigation District v. Oregon Water Resources Commission.

Get an update on water legislation enacted by the Oregon legislature in its 2008 special session, as well as legislation passed by Congress related to four separate Oregon water matters. Listen to the experts delve into recent events in several basins around the state, including the navigability determination in the Rogue Basin, efforts to finance new water projects in the Deschutes Basin, and recent developments to settle longstanding disputes in the Klamath Basin.

David E. Filippi, Program Co-Chair, is a partner with Stoel Rives LLP where he practices natural resources, environmental and land use law while concentrating on water rights and quality.

Richard M. Glick, Program Chair, is a partner at Davis Wright Tremaine LLP where he practices in water, environmental and energy law. He is listed in The Best Lawyers in America.

Sonja Biorn-Hansen is the lead staff person on water quality credit trading with the Oregon Dept. of Water Quality.

Jennie L. Bricker, Stoel Rives LLP, practices natural resource law with a focus on water law and waterways.

Mike Carrier, Keynote Speaker, is the National Resources Policy Director for Governor Kulongoski.

Debbie L. Colbert, PhD is the Senior Policy Coordinator for the Oregon Water Resources Department. She assists the Department and Water Resources Commission in developing programs and policies consistent with state law.

Denise Fjordbeck is the Attorney-in-Charge of Civil and Administrative Appeals at the Oregon DOJ.

Tod Heisler is Executive Director of The Deschutes River Conservancy. He has 20 years experience in conservation and natural resources management.

Tom Hickman is the Water Utility Manager for the City of Bend. He helps maximize efficiency of infrastructure planning and operations

Jim Hill is the Administrator for the Medford Regional Water Reclamation Facility.

Joseph H. Hobson, Ritter Hobson LLC, focuses his practice on personal and business planning, property law.

Elizabeth E. Howard is a partner at Dunn Carney Allen Higgins & Tongue LLP, where her practice focuses on water law, environmental and natural resources law, and agricultural law.

Peter R. Jarvis is a partner at Hinshaw & Culbertson LLP. He practices primarily in the area of attorney professional responsibility and risk management. He is the partner-in-charge of the firm's Portland office.

Richard J. Kepler is the Water Quantity/Quality Manager for the Oregon Dept. of Fish and Wildlife.

Ralph Myers is Water Quality Program Supervisor for the Idaho Power Company working on water quality and endangered species issues.

Bruce Roll, PhD, MPH, is the Watershed Management Department Director for Clean Water Services.

Mark F. Schumock is with the Natural Resources Division of the Oregon Department of Justice.
