David Ashton, Program Co-Chair, is Senior Assistant General Counsel for the Port of Portland and specializes in the area of environmental, natural resources, land use and environmental sustainability law. He also represents the Port on hazardous substance contamination matters, including Brownfields redevelopments, the Portland Harbor Superfund Site and cleanup and insurance recovery claims.
Sally Brick, Program Co-Chair, is a partner with K&L Gates LLP. She represents public and private clients in environmental, land use and natural resource matters. She has expertise under the Growth Management Act, the Shoreline Management Act, the State and National Environmental Policy Acts. In addition, she offers experience in international law, including climate change.
Michael A. Nesteroff, Program Co-Chair, is a shareholder with Lane Powell PC, a member of the firm’s environmental law practice group and editor of Environs, the firm’s newsletter on recent developments in environmental law. His practice focuses on environmental law, real estate litigation, securities litigation, and commercial litigation.
Richard Garber is the Environmental Manager for Boise, Inc. Boise is the third-largest North American manufacturer of
uncoated free sheet paper with a focus on office papers. The
firm also operates five paper mills, five corrugated products
plants, a corrugated sheet feeder, a corrugated sheet plant, two
distribution facilities, and a transportation business.
Gayle S. Koch, a Principal at The Brattle Group, works in the
areas of environmental and product liability, applying her
engineering and business background to address the complex
technical and economic issues that often arise. She serves as
ASTM International’s technical contact for its environmental
cost estimation standard, environmental disclosure standard, and
forthcoming climate change disclosure standard.
Scott C. Nelson, an attorney with K&L Gates LLP, focuses
on litigation and federal policy. Prior to joining the firm, he
served on the staff of U.S. Senator Byron Dorgan (D–ND) in
several capacities, most recently as deputy chief of staff. He
also worked at the U.S. Department of Energy under Secretary
Bill Richardson and was a legal fellow in the office of Virginia
Governor Mark Warner.
Uri Papish, Air Quality Program Operations Manager with the Oregon Department of Environmental Quality (DEQ) has 13 years experience working in the environmental field and is actively involved in rule development and climate change policy. He previously served as the DEQ’s Deputy Air Quality Administrator and has held a variety of positions in the DEQ’s Water Quality division.
Reuben C. Plantico, Director of Environmental and Sustainability Policy with Portland General Electric (PGE), leads its environmental policy team in the areas of climate change advocacy, federal and state environmental regulation, and stewardship of natural resources. He brings 30 years experience to the position, including more than two decades working on Clean Air Act and resource issues for utilities.
Sallie Schullinger-Krause is the Program Director for Global Warming at the Oregon Environmental Council. She joined the OEC in 2006 and leads its
program to reduce statewide global warming emissions from
cars and trucks. She has nine years organizing experience working
in the nonprofit environmental community on climate and
energy issues.
David E. Van’t Hof, a shareholder with Lane Powell PC, focuses his practice in the areas of sustainability, renewable energy and green building, drawing experience from his many years as a Sustainability Policy Advisor for the office of Oregon Governor Ted Kulongoski. As advisor to the Governor, he led the state’s participation in the Western Climate Initiative.
Thomas R. Wood, a member with Stoel Rives LLP, focuses his practice in the area of environmental law. He has significant experience in the areas of air quality and hazardous waste permitting and compliance. He has counseled some of the leading industries in the U.S. on environmental permitting issues, commercial transactions and the interrelationships between the two.
