Josh Baldi joined the Washington State Department of Ecology in 2005 as Special Assistant to the Director. His portfolio includes
Puget Sound, Hood Canal, mitigation, monitoring, forest health,
land use and salmon recovery. He has worked in Washington’s
environmental advocacy community for over 15 years, with 12
of those at the Washington Environmental Council.
Joseph A. Brogan is a member at Foster Pepper PLLC where his practice concentrates in land use and environmental law, with a special emphasis on local, state and federal permitting, water resources, and land use litigation. He was previously a legal research fellow with the U.S. Environmental Protection Agency Region 10, Office of Regional Counsel.
Jeffrey R. Kallstrom is Senior Counsel for Snohomish County,
WA, PUD No. 1. He serves as legal counsel for many of the
District’s energy generation projects, including the Admiralty
Inlet tidal energy project, which is currently pursuing a pilot
project permit from the Federal Energy Regulatory
Commission, and the District’s Jackson Hydroelectric Project,
which is currently in the midst of the FERC relicensing process.
Cynthia A. Kennedy a partner with K&L Gates LLP, works
extensively with the State Environmental Policy Act, the
Hydraulics Code, the Shoreline Management Act, the Growth
Management Act and the Land Use Petition Act to address
issues including environmental impact analyses, urban growth
area designations, rural area planning, zoning for essential public
facilities, critical areas approvals and shoreline development.
Eric S. Laschever, Stoel Rives LLP, Seattle, WA is a principal in the areas of land use and environmental law. He focuses his practice on helping public and private clients to prepare the plans for and secure
approvals needed to implement a variety of complex projects.
Faith L. Lumsden, director of the Governor’s office of Regulatory Assistance, leads the collaborative efforts of state
agencies to improve business processes and results, simplify
procedures, and assist those who deal with the state regulatory
system. Her background is in land use and environmental permitting,
permit streamlining and growth management planning.
Alison Moss is a partner at Dearborn & Moss PLLC. Her practice emphasizes federal, state, and local wetlands, fish and
wildlife regulations, and the implementation of the Growth
Management Act.
Claudia M. Newman, a partner at Bricklin Newman Dold LLP, focuses on environmental and land use matters involving
smart growth, new urbanism, green building, comprehensive
planning, development regulations, environmental review, and
site-specific development proposals. She has consulted, led,
and represented clients through land use and permitting processes
before governmental agencies for over 15 years.
Michael P. O’Connell, a partner at Stoel Rives LLP, focuses
on natural resources, environmental, energy and Indian law. He
has assisted industrial, manufacturing, commercial, forestry and
other clients with stormwater, endangered species, wetlands,
water quality certification, coastal zone management, essential
fish habitat, wild and scenic rivers, cultural resources, fossils,
and historic properties protection and water rights matters.
Ryan P. Steen, an attorney in the Resources, Development and Environment practice group at Stoel Rives LLP, focuses
on environmental, natural resources, wildlife and water law, and assists clients with permitting and counseling matters.
James A. Tupper, Jr. a partner with Tupper Mack Brower PLLC, focuses on environmental law, with an emphasis on water
quality, water resources, and shoreline development. He has
successfully represented business associations and local
governments in resolving complex disputes involving
stormwater regulation and water resources policy. He is
recognized as a “Super Lawyer” by Washington Law & Politics.
J. Tayloe Washburn is a member of the land use and
environmental practice group with Foster Pepper PLLC. His practice emphasizes growth management and land use litigation
and planning He has been listed in The Best Lawyers in America,
and named a ‘‘Super Lawyer’’ by Washington Law & Politics.
Jeff S. Weber, a partner with Gordon Derr LLP, represents clients in obtaining permits and approvals for a wide variety of
development projects His practice covers all stages of the land
use permitting process, including performing due diligence on
land use regulatory issues in connection with the acquisition of
property. He has been named a "Super Lawyer" by Washington
Law & Politics since 2004.
