Overview

This conference provides an intensive look at various real estate development incentive programs available in the state of Washington at the federal, state, and local levels including low income housing tax credits and grants, new market tax credits, state excise tax incentives, public financing, land use incentives, green building and energy efficiency, conservation easements, and the economic benefits of public and private partnerships.

Representatives from developers, equity investment syndicators, government agencies and other industry participants will discuss what they look for, how they evaluate, and how they can assist a real estate development project. Case studies will be presented to demonstrate innovative solutions and use of incentive programs to overcome development hurdles.

Diane R. Stokke, Program Chair, is a partner with K&L Gates LLP where her practice emphasizes the representation of real estate investors and lenders in the acquisition, development and financing of commercial real estate, hotels, health care facilities, office buildings, apartment complexes, industrial, power plant and other infrastructure facilities. She has represented local and national leaders in the development of loan programs, establishment of lending policies, and structured multi-state acquisitions and financings.

William K. Angle, dba Public-Private Development Solutions, helps local government entities structure public/private approaches to delivering public facilities. Since 1993, he has led, structured, managed, or consulted on a series of successful public-private, developer driven delivery projects totaling over $750 million dollars. Mr. Angle holds a degree in Economics with honors from the University of California at Berkeley.

Jeremy Eckert is presently practicing land use law with Foster Pepper PLLC. He was previously Director of TDR Programs with the Cascade Land Conservancy, where he worked on the development and implementation of Transfer of Development Rights programs (land-use options that respect property rights, encourage responsible growth and conserve farmlands and working forests).

John Finke is the Senior Director for the Western United States for the National Development Council, a not-for-profit corporation specializing in economic and development finance. He serves as a community development finance advisor to the cities of Seattle, Tacoma, Portland, Yakima, and Vancouver, as well as King County, Washington.

Mark B. Kantor, is a founding shareholder of Kantor Taylor Nelson and Boyd PC. He represents for-profit, not-for-profit and public entities, as well as investors and syndicators, in all aspects of the financing, planning, and development of affordable housing and economic development projects. In addition to facilitating hundreds of transactions, he has led numerous policy advocacy efforts in support of affordable housing.

Michael S. Kelley, LLM, CPA, is the Pacific Northwest Market Leader for State and Local Taxes for ricewaterhouseCoopers LLP. He recently rejoined PwC after nine years as a partner with K&L Gates LLP. He teaches state and local taxes in the University of Washington Graduate Tax Program, and is active in state tax policy matters through his membership in the Tax and Fiscal Policy Committee of the Association of Washington Business, and the State and Local Tax Section of the Washington Bar.

Konrad J. Liegel is a partner at K&L Gates LLP, represents individuals, municipalities and corporations on conservation, natural resource, real estate, environmental and land use matters, family estates, land use permitting, environmental compliance, open space and property taxation, and cultural and natural resource preservation and restoration. He has been named one of The Best Lawyers in America for Environmental Law.

Thomas H. Nelson is a shareholder with Kantor Taylor Nelson & Boyd PC. His expertise combines an understanding of federal, state and local tax issues, organizational structures and the financing of real property transactions.

Hugh D. Spitzer, a member with Foster Pepper PLLC, has practiced municipal and public finance law for more than 30 years. Since joining the firm, he has served as bond counsel on numerous general obligation, revenue, special assessment and conduit financings for government facilities, and is closely involved in the development of law affecting local governments. He teaches local Government and State Constitutional Law at the University of Washington School of Law.

Nathan Torgelson is Executive Manager for Community Development, City of Seattle, Office of Mayor Greg Nickels. He previously served as the City of Kent’s Economic Development Director where he managed Kent’s Economic Development Program. Prior to that, he was with the Office of Economic Development (OED), where he led the City’s South Lake Union property sale negotiations and directed work in distressed communities and business districts.

Anthony J. Usibelli, Director of the Energy Policy Division at the Washington State Department of Community, Trade and Economic Development, analyzes and implements state energy policy. He helped pass legislation for the most stringent greenhouse gas power plant mitigation standards in the nation and the West Coast Governors’ Global Warming Initiative.
