Ryland Moore, Program Co-Chair, is a Transactions Manager for WestWater Research LLC. He has negotiated and advised on water rights and land transactions throughout the western United States. He was previously a project manager with the Oregon Water Trust.
Thomas M. Pors, Program Chair, is the principal of Law Offices of Thomas M. Pors. He focuses on water rights, project
permitting and appeals, water quality issues, regulatory
compliance, and litigation. He has written several articles and is
a frequent lecturer on the subject of water rights, endangered
species and land use.
Susan Adams, Executive Director of Washington Water Trust, has over 20 years of executive management, policy development, facilitation and negotiation experience with private, public and nonprofit organizations working on natural resource issues.
Joseph E. Becker, LHG, PG, PPG, serves as President, General
Manager, and Principal Hydrogeologist of Robinson Noble & Saltbush, Inc. A Licensed Hydrogeologist in Washington and
Professional Geologist in California and Idaho, he is highly
experienced at conducting hydrogeologic assessments and
fulfilling regulatory needs for groundwater studies.
Maia Bellon is an assistant attorney general for the Washington Attorney General’s Office representing the Department of Ecology’s Water Resources Program before the Pollution Control Hearings Board, superior and appellate courts.
Jamie M. Morin is an attorney with Mentor Law Group PLLC, where her practice emphasizes water law, water utility regulation
and related natural resource issues. She assists clients with
acquisition, transfer, adjudication of water rights, compliance
with public water system regulations, and environmental review
under SEPA and NEPA.
Stephen H. North is an Assistant Attorney General with the Ecology Division of the Washington State Attorney General’s Office in Olympia. Since 2001 Mr. North has served in the Water Resources Section of the Ecology Division. He provides client advice and litigation support to the Department of Ecology’s Water Resources Program on a broad array of issues including water right permitting, changes and transfers of water rights, municipal water rights, trust water rights, relinquishment and instream flow rulemaking.”
Roger A. Pearce, a member with Foster Pepper PLLC, has
experience in land use and environmental permitting, SEPA/
NEPA, shoreline issues, historic preservation, constitutional
issues, and wetlands and critical areas issues, and has represented
clients in major land use permitting projects, administrative
appeals and judicial review of land use and environmental
permits.
Jill Van Hulle, a Water Resources Specialist with Pacific Groundwater Group, brings a wealth of experience from her 15 years as an Environmental Specialist with the Water Resources Program at Washington Department of Ecology
