Wind power is becoming a viable, reliable and cost-efficient form of energy in Washington. New products and programs are allowing Washingtonians to tap into this resource with greater benefits and results than ever before. Past and pending legislation add to the incentives available to wind power users.

If you own property, commercial or residential, or if you represent clients with real estate, or are simply interested in the possibilities of wind power, you should join us at the First Annual Developing Wind Power in the Northwest Conference. Franklin L. Dennis, Program Co-Chair, a partner with Barokas Martin & Tomlinson serves as outside counsel on business, corporate and project and construction matters. He practices in the areas of corporate, construction, telecommunications, construction finance, international and general business.

Alan R. Merkle, Program Co-Chair, a member of Stoel Rives LLP, practices primarily in the areas of energy, construction and design, government contracts and utility matters. He represents owners, engineers, architects, contractors, equipment manufacturers and suppliers in a wide array of business matters.

Erin L. Anderson, Of Counsel with Stoel Rives LLP in the firm’s Natural Resources and Land Use Practice Group. She has extensive experience in representing property owners, municipal entities, and developers, including energy facility developers, in permitting major projects.

Michael J. Butler, Chairman and CEO of Cascadia Capital LLC as well as its co-founder, leads the firm and is an emerging thought leader in the New Energy Economy.

Pamela M. Charles, a partner with Davis Wright Tremaine LLP, was part of the team representing the members of the Harvest Wind Project as project counsel in connection with the development and financing of a 99 MW wind generating project located in Klickitat County, Washington.

Allen Fiksdal, Energy Facility Site Evaluation Council Manager for the State of Washington, is responsible for the overall management of the siting and regulation energy facilities. Prior to this, he worked in private industry investigating soil and geologic conditions and assessing hazardous waste contamination.

Michael Haske, Deputy State Director for Resource Planning, Use & Protection with the Bureau of Land Management (BLM), Oregon State Office, has 29 years experience within the BLM in forestry, environmental planning, and forest and woodland management. He previously served four years for the BLM in Washington, D.C.

John W. Hempelmann, a founding partner of Cairncross & Hempelmann PS, has nearly 40 years experience and is recognized as a premier land use, natural resources and real estate development attorney. He has worked extensively to help form legislation that governs Washington's land use law.

Mark S. Hennigh, founding partner of Greene Radovsky Malone Share and Hennigh LLP, focuses on representation of independent power producers, lenders, tab structure, and construction contractors, including financing, development, acquisition, fuel and power purchase agreements.

William H. Holmes is a member of Stoel Rives LLP, and chair of the firm’s renewable energy initiative. He concentrates his practice in the area of energy law, with a special emphasis on wind, geothermal, biomass, tidal and ocean power, and other forms of renewable energy. He also has extensive experience with real estate law, water law, and general corporate transactions.

Rep. Jay Inslee, Keynote Speaker, has served Washington’s 1st Congressional District, since 1999. Since 2005, he has been a member of the House Energy and Commerce Committee, and in 2007 he was appointed to the Select Committee on Energy Independence and Global Warming.

Jeremie Liptonia an attorney with Cairncross & Hempelmann PS. His practice is focused on real estate and land use law. His clients include property owners, developers, business owners and operators, lenders, and receivers.

Peter D. Mostow, a partner with Wilson Sonsini Goodrich & Rosati PC. His practice focuses on energy, natural resource, and environmental law. He specializes in guiding private and public clients through the federal, state, and local siting and environmental permitting processes for wind, geothermal, solar, ocean, hydroelectric power plants, and biofuel facilities.

Steven J. St. Clair joined Puget Sound Energy in 1978 as a mechanical engineer and has worked on a variety of installation, operation, and modernization projects in power generation throughout his career. His experience spans hydroelectric, coalfired, gas-fired, and now wind-powered generating projects.

Barrett Stambler, Vice President of Renewable Origination with Iberdrola Renewables, Inc., oversees the firm’s wind sales and marketing activities across North America and is also responsible for expanding the company's customer relationships. He has over 20 years experience in the industry.

John Stevens of Windbalance LLC is an entrepreneur with renewable energy projects throughout the world. Windbalance LLC is a Seattle-based company focused on consumer product relationships that directly create renewable energy.

Anthony J. Usibelli, Director of the Energy Policy Division at the Washington State Department of Community, Trade and Economic Development, analyzes and implements state energy policy. He helped pass legislation for the most stringent greenhouse gas power plant mitigation standards in the nation and the West Coast Governors’ Global Warming Initiative.
