John E. Bloomquist, Program Co-Chair, is a partner at Doney Crowley Bloomquist Payne Uda PC, where his practice areas include natural resources law and water law. He is a former Water Master with the Montana Water Court.

Myles J. Watts, PhD, Program Co-Chair, has served as a Professor of Agricultural Economics, Department of Agricultural Economics and Economics, with Montana State University since 1990. He has taught at the University since 1972.

Cindy E. Younkin, Program Co-Chair, is owner and partner with Younkin Law PLLC. Her practice emphasizes estate planning, probate, collections, municipal, water law, and real estate and property matters.

L. Harold Blattie is the Executive Director of the Montana Association of Counties (MAco), a lobbying association which is the Montana Chapter of the National Association of Counties.

Marsha A. Goetting, PhD, has served as a professor and MSU Extension Family Economics Specialist; Extension Service, Department of Agricultural Economics and Economics, with Montana State University since 1992.

Les Graham is the owner of Les Graham and Associates, a consulting business for the agricultural industry in Montana. He has served as Executive Secretary for several Montana agricultural associations and is a registered legislative lobbyist in Montana.

Robert N. Lane is chief legal counsel with the Montana Department of Fish, Wildlife & Parks. He practices natural resource law, specializing in fish and wildlife, public land, and habitat management.

Eric Liska, DVM, practiced as an exclusive bovine and equine Veterinarian in Helena, MT until his hire as the Brucellosis Program Veterinarian/Field Veterinarian for the Montana Department of Livestock, Animal Health Division, in June, 2009.

Hertha L. Lund, an attorney with Wittich Law Firm PC, has more than 20 years experience working on agriculture, natural resource, and environmental policy issues at the state and federal levels. She represents property owners in property rights, water rights, and wind energy development.

Brian McCluskey, DVM, is Western Regional Director, Veterinary Services, for the Animal Plant Health Inspection Service (APHIS), U.S. Department of Agriculture (USDA).

Dominic Parker, PhD, is an instructor in the Department of Agricultural Economics and Economics, Montana State University. His research interests include environmental and resource economics, law economics and development economics.

Sen. James R. Peterson, a Democratic member of the Montana State Senate, 4th District, is a member of the State Senate’s Agriculture and Natural Resources, Taxation, and Education Committees.

Nicole Rolf is with the Montana Farm Bureau Federation.

Deborah Stephenson, a Senior Associate at WestWater Research LLC, has experience working with municipalities and communities throughout the Western U.S. on water supply planning and development.

Susan B. Swimley an attorney in Bozeman, Montana, has practiced emphasizing land use (subdivisions, zoning and road issues) and real estate since 2000.
