Overview

Water Issues and Wetlands Management Issues are in the forefront of environmental and developmental concerns in Georgia and the rest of the Southeast. Water shortages and Tri-State litigation have grasped Georgia and surrounding states, making traditionally plentiful water a major concern for the future. The status of national policy for the protection of waters and wetlands remains unsettled.

Given the uncertainty over the prospects for growth, water use and interstate water complications, now is the most important time to consider how to address these issues.

Lee A. DeHihns, III, Program Co-Chair, a partner with Alston & Bird LLP, is a member of the firm’s Environmental and Land Use Group and has practiced environmental law since 1974. He concentrates on regulatory matters and defensive litigation including air quality, hazardous waste, water quality and wetlands matters for industrial and municipal clients.

Andrew H. Ernst, Program Co-Chair, is a partner with Hunter, Maclean, Exley & Dunn PC, where he practices in the areas of Real Estate Development, Industrial Development, and Environmental Law. He has extensive experience in representing clients in coastal development matters including issues arising under Georgia’s Coastal Zone Management Act.

Rhodes Robinson, CEP, PWS, Program Co-Chair, is CEO of Environmental Services, Inc., an ecological consulting firm with 18 offices in the Southeast. He has 30 years consulting experience, has worked in over 20 states, currently focuses on mitigation banks and strategies for large development, and is routinely involved with wetland issues in four different Corps districts.

John T. Vermont, CE, PWS, Program Co-Chair, is a consultant with Wetland & Ecological Consultants LLC. He has over 22 years of consulting experience in field studies, assessments, and environmental permitting throughout the southeast, and has extensive experience with wetland characterization, delineation, and management, plus vegetation and wildlife surveys.

F. Allen Barnes, Keynote Speaker, was appointed Director of the Environmental Protection Division of the Georgia Department of Natural Resources on Oct.28, 2009. Mr. Barnes served as Chief of Staff of the U.S. Environmental Protection Agency (EPA) Region 4 office in Atlanta.

Tanya D. Blalock, Environmental Affairs Manager for water and waste programs at Georgia Power Company, is responsible for environmental policy and regulatory issues related to water and waste issues.

Tommy Craig, an attorney and consultant in Covington, Georgia, who is associated with the Walton County Hard Labor Creek Reservoir Project, has worked on the Dahlonega Project among others.

Dan Davis, PE, LEED AP, is the CEO of Integrated Science & Engineering, Inc., a multi-discipline consulting firm specializing in community-specific solutions, including water resources engineering, water and wastewater engineering, and site engineering and infrastructure.

Susan Hansen is an Assistant Regional Counsel in the U.S. Environmental Protection Agency, Region 4's Office of Environmental Accountability.

Lewis B. Jones is Of Counsel with the Tort & Environmental Litigation Practice Group at King & Spalding LLP, practicing water and water resources law.

Russell L. Kaiser is Chief of the Regulatory Division, Savannah District of the U.S. Army Corps of Engineers.

Katie Kirkpatrick, PE, Vice President of Environmental Affairs for the Metro Atlanta Chamber of Commerce, oversees the Chamber’s public policy work on water, air and quality growth issues.

T. M. (Tim) Lowe, III, Keynote Speaker, is the Chief Executive Officer of Lowe Engineers. The firm provides civil engineering, transportation engineering, surveying and geospatial services to a client base that includes both government and private entities with projects located throughout the United States, Europe, Africa, Southwest Asia, and the Far East. Lowe was recently appointed Co-Chair off the Governor’s Water Contingency Task Force, by Governor Sonny Perdue.

Mark Master, a Southwest Georgia native, serves as Director of the Flint River Water Planning and Policy Center at Albany State University.

Richard W. Morgan is Chief, Special Projects Section, Coastal Branch of the U.S. Army Corps of Engineers. He previously was with the Savannah District, Regulatory Division of the U.S. Army Corps of Engineers.

Michael E. Paris is President and CEO of the Council for Quality Growth. He also served as District 2 Commissioner on the Cobb County Planning Commission and the Cobb County Board of Zoning Appeals.

Bruce A. Pruitt, PhD, PH, PWS, Principal Senior Scientist, Nutter & Associates, Inc., has over 31 years of cumulative experience in both private consulting and government.

R. Todd Silliman, a partner in the Environmental Law Group at McKenna Long & Aldridge LLP, practices in the environmental law group. He concentrates on advising and representing clients in regulatory matters, environmental litigation and transactions involving commercial real estate.

Richard W. Whiteside, PhD, CWB, a Managing Member of Wetlands and Ecological Consultants LLC, has over 25 years experience in environmental permitting and ecological assessment.
