The increasing demand under a wide range of federal, state and local regulatory programs for the mitigation of natural resource impacts associated with development, together with the increasing obligations for remediation of prior resource damages, continues to pose challenges for regulatory agencies, conservation stakeholders and public and private developers alike. Understanding the dynamic evolution of state and federal programs facilitating the concept of resource banking to provide advance compensatory mitigation and remediation credits under regulatory schemes as diverse as Section 401/404, Superfund and ESA is essential to the successful completion of the permitting and remediation process.
The goal of this seminar is to inform attorneys, regulatory staff, developers and project manager in the public and private sectors of both existing and emerging credit banking tools and concepts under programs administered by the U.S. Army Corps of Engineers, NOAA, EPA, DOE and other agencies”.

David Hirsh is a Program Analyst, Habitat Conservation Division, with the Lacey, Washington office of NOAA Fisheries. He presently oversees the ESA interagency consultation program in Washington State and acts for the State Director on policy initiatives.
Scott Lockert is Vice President with Bluefield Holdings Inc. He has led product development, roll-out, and sales efforts for the Duwamish Habitat Program. He is responsible for market forecasting and product development efforts to meet the requirements of industry.
Julie Mentzer is the Director of Environmental Operations for Wildlands Inc., a company that focuses primarily on restoring and preserving wetlands and endangered species habitat for use as compensatory mitigation for impacts to those resources.
David Primozich is the Senior Director of Ecosystems Services with The Freshwater Trust. He is a leading expert on water quality trading in the U.S., with more than a decade of experience working with private and public entities on regulatory compliance.
Joanne Stellini, a biologist with the U.S. Fish and Wildlife Service, is responsible for evaluating and promoting the use of conservation banking as a complementary tool to traditional agency programs which seek to conserve and recover candidate and listed species in Washington.
Kate Thompson, a Wetland Banking Specialist with the Washington State Department of Ecology, is currently the Wetland Banking Lead at Ecology. She provides technical assistance to local, state, and federal agencies and the public on wetland mitigation banking.
