Regulatory changes in the management and development of floodplains and adjacent land areas are coming, and the implications for local governments and property owner alike will be significant. With the growing recognition that the alterations of floodplains may affect listed species and associated critical habitat, FEMA and NOAA/NMFS will soon require significant revisions of city and county floodplain regulations to minimize and compensate for such impacts.

This program will provide public sector representatives, property owners, development consultants/attorneys and others with interests with the information essential to the management and development of these areas.

Jeff P. Johnson, PE, Program Co-Chair, President and Co-Founder of Watershed Science & Engineering, Inc., is an expert in the fields of hydraulics, sediment transport, and geomorphology, especially as they relate to public safety and natural resource protection.

Steven L. Pfeiffer, Program Co-Chair, is a partner at Perkins Coie LLP, in the firm’s Real Estate and Land Use division. He practices in the areas of natural resource law, land use law and real estate development law. He has extensive experience in advising business, utility and government clients.

Stacy Amrine is a Construction Manager and Associate Investment Manager with Schnitzer West LLC . She has been in commercial real estate for more than 18 years, focusing on construction management as the owner’s representative.

Laurie K. Beale is an Attorney-Advisor with the NOAA Office of General Counsel Northwest. Her areas of expertise include Endangered Species Act Section 4 salmonid listings, 4(d) rules, and recovery planning, Section 7 consultations, and related litigation.

Mark G. Eberlein, a Regional Environmental Officer with Region 10 of the Federal Emergency Management Agency (FEMA), provides guidance to the Region and Division Directors on compliance of their programs with the various environmental and historic laws and regulations.

Hans Hunger, PE, CFM, is the Capital Improvement Program Manager for Pierce County Public Works Utilities, Surface Water Management Division. In that capacity, he has gained experience in a variety of aspects of stormwater and flood hazard management.

Alexander W. “Sandy” Mackie is a partner with Perkins Coie LLP. His practice involves constant participation in matters dealing with environmental land use regulations and the issue of property entitlements under the State of Washington’s complex land use regulations. He is actively with the state’s Growth Management Act, State Environmental Policy Act, and Shoreline Management Act.

Christine Shirley is the NFIP (National Flood Insurance Program) Coordinator in the Planning Services Division, Oregon Department of Land Conservation and Development.
