For our 26th year, we continue the tradition of gathering the most active, diverse and experienced water experts to address the issues of the day. 

Our program will provide an update on legislative and OWRD administrative developments, along with discussions of the key issues driving water policy—groundwater studies, mandatory measurement, fees, public records, Division 33 rules and Walla Walla Basin rules.  Litigants will describe cases involving the Clean Water Act, Endangered Species Act and federal land use planning that affect water rights in the Deschutes Basin.  Competing policy considerations for reallocation of stored water in the Army Corps’ Willamette Projects will be reviewed, and there will be a special presentation on tribal water rights.  We will also cover practical skills for water rights transactions, modeling to support water rights and ethical issues.   And you don’t want to miss a keynote presentation from Governor Brown’s Natural Resources Office.
