Gregory S. Hathaway, Program Co-Chair, is a Partner at Hathaway Larson LLP and one of the leading land use attorneys in Oregon. His practice is focused on acquiring the necessary land use and regulatory entitlements for property development.
Timothy V. Ramis, Program Co-Chair, is a partner with Jordan Ramis PC. He has focused his practice on the business of land development for over 40 years. He currently serves as City Attorney for the cities of Milwaukie and West Linn, Oregon.
Elaine R. Albrich is an attorney with Davis Wright Tremaine LLP. Her practice focuses on evaluating and implementing real estate development opportunities, particularly for the renewable energy and alcohol beverage industries.
Richard P. Benner served in the Office of the Metro Attorney, advising on urban growth management and transportation. Before that, he was Director of the Oregon Department of Land Conservation and Development.
Tommy A. Brooks is a partner with Cable & Huston LLP. His practice focuses on local government law, including land use, utility law, and other regulatory issues. He previously worked in the Office of the Mayor in Portland, Oregon.
Laurie E. Craghead is the owner of Craghead Law LLC. Her practice includes land use, property tax, and other limited government/municipal law. She spent nearly 15 years as an Assistant Legal Counsel for Deschutes County.
Sarah Stauffer Curtiss, a partner at Stoel Rives LLP, maintains a local land use and permitting practice, with an emphasis on protected species and major project permitting. She regularly represents clients before local governing bodies.
Denny Doyle became Beaverton’s Mayor on January 1, 2009, and was re-elected to two, four-year terms ending in 2020. He serves on the National League of Cities Executive Committee and spent 14 years as a Beaverton City Councilor.
Renee M. France is Of Counsel in the Land Use Practice Group of Radler White Parks & Alexander LLP. She has experience in land use, natural resources, and environmental law; and served as a Senior AAG with the Oregon DOJ.
Gordon Howard serves as Community Services Division Manager for the Oregon Department of Land Conservation and Development. He supervises regional representatives and the department’s urban and rural specialists.

Seth J. King is Senior Counsel with Perkins Coie LLP. He practices Land Use Law with an emphasis on Zoning and Development. He has experience obtaining permit & entitlement approvals, and negotiating with regulatory agencies.
Dana L. Krawczuk is a partner with Stoel Rives LLP. She has represented residential, commercial and industrial clients in a number of high-profile land use and annexation cases that have helped shape the law of the region.
Cameron La Follette is Executive Director of Oregon Coast Alliance, a coastal conservation organization whose mission is to protect coastal natural resources and aid coastal residents in maintaining community livability.
Peter Livingston, Beaverton’s Assistant City Attorney, focuses on municipal law, including land use and real estate matters. He provides legal, risk and records management services to the mayor, city council, and city staff.
Kirk B. Maag co-leads the Agribusiness, Food, and Beverage Team at Stoel Rives LLP. He advises on water rights, real property transactions, Endangered Species Act issues, and regulations governing solid & hazardous wastes.
